ELPA21 is transitioning to a new training platform designed to simplify and streamline the annual certification process for test administrators and coordinators. This change is part of a broader effort to reduce the number of systems educators need to navigate and to create a more cohesive, user-friendly experience. By bringing training into the same platform used for test administration, we aim to make it easier to access required materials, manage certifications, and focus more time on supporting students.
What’s Changing?
Beginning July 1, 2026, ELPA21 training modules will be hosted in the ClearCourse learning management system (LMS), accessible directly through your state’s ELPA21 portal.
Previously, users needed to log in to a separate system to complete required training. With this transition, training will now be integrated with the same system used for test administration. This means:
- Fewer logins to manage
- A more streamlined experience
- Easier access to both training and assessment tools in one place
Important: Download Your Training Certificates by June 30, 2026
As part of this transition, the current training system will be retired. If you would like to retain records of your completed training for the 2025–2026 school year, you must download your certificates before June 30, 2026.
To download your certificates:
- Visit training.elpa21.org and log in to your account
- Select the Home icon in the top left corner
- In the “Your Certificate History” section, select each certificate for courses completed during the 2025–2026 school year
- Each certificate will open in a new tab, where it can be downloaded
Please note: After June 30, 2026, these records will no longer be available for download.
Accessing the Training
ClearCourse will be accessible via your state’s ELPA21 portal, where a direct login link will be available on the homepage. Look for the section labelled ClearCourse Learning Management System (LMS).
Unlike the previous system, there is no separate login or registration process needed to access the new training platform. ClearCourse is part of Cambium Assessment’s (CAI) Single Sign-On system. You will access the training using the same credentials you use for other CAI systems, such as TIDE (Test Information Distribution Engine).
If this is your first year administering ELPA21 assessments and you have not yet received CAI login credentials, you will need to be registered by your school or district testing coordinator in accordance with your state’s established processes. Please contact your coordinator for more information.
For more information about logging in to the system, please refer to the “Access TIDE” section of the TIDE User Guide, which is available within the Resources section of your state’s ELPA21 Portal.

Where to Get Help
If you have questions, the best point of contact will be your state’s ELPA21/CAI Help Desk. Contact information for your state’s Help Desk can be found by clicking the “Contact Us” link in the footer of your state portal.
